Terms of Use

These terms govern your use of WPLO: the app, the alerts we send you by email and push notification, and the wplo.org website. By creating an account, accepting an invitation or using WPLO, you agree to them. When you accept them on registering or on accepting an invitation, we record which version you accepted and when.

Version 1 · In effect from 16 November 2026

1. Who provides the service

WPLO is provided by the Worldwide Preventive Logistics Observatory (WPLO) · Observatorio Mundial de Logística Preventiva (OMLP), a non-profit association incorporated in the Republic of Panama (Public Registry Folio No. 25057689, RUC 25057689-3-2024), whose registered address is Avenida Federico Boyd and Avenida Ricardo Arango, Edificio Studio Coliving, 4th floor, apartment 436, Bella Vista, Panama City, Panama. For questions about the service, you can reach us at support@wplo.org; for institutional matters, at info@wplo.org.

2. What WPLO is — and what it isn't

WPLO tells you what world logistics events mean for the places you monitor. When one of our sources reports an event near one of your places, WPLO sends you an alert with its level and the reason.

  • WPLO informs; it does not advise. Alerts don't tell you what to do, and they are no substitute for confirmation from the relevant authorities.
  • Alerts are generated automatically from the data our sources publish.
  • WPLO only alerts you to events that our sources report and that fall within the monitoring radius of each of your places. Not receiving an alert does not mean a place is unaffected.
  • WPLO is not an emergency service, and it does not replace your organisation's security, business continuity or risk management plans.
  • The sources we use, and what each one covers, are listed on the Data sources and licences page in the app.

3. Event sources

Alerts are based on data from third-party sources: those listed on the Data sources and licences page in the app. A source may be wrong, publish late, revise an event or withdraw it. When a source withdraws an event or declares it over, WPLO withdraws or closes the matching alert and lets you know. We don't control these sources and can't guarantee that their data is accurate, complete or timely. Event headlines may be shown machine-translated, alongside the original.

4. Place data

The names and locations of the ports, airports, cities and other places offered in the app come from third-party datasets, credited on the Data sources and licences page. They are provided as published by their authors and may be inaccurate or incomplete. Please check that each place you monitor is the site you mean: if it isn't, whoever administers the account can remove it, or you can email us at support@wplo.org.

5. How alerts reach you

  • All your alerts appear in the app. Depending on your preferences and any rules set by your organisation, they also reach you by email and push notification.
  • The same email may reach you more than once.
  • When many alerts arrive in a short time, we may combine emails into a digest, deliver push notifications silently and, if the volume is exceptional, hold notifications back for a few minutes, so the volume doesn't bury what matters. Your alerts still appear in the app.
  • Delivery also depends on services we don't control, such as your email provider, your browser's or device's notification service and your internet connection. These terms don't set a delivery time.

6. Your account

There are three kinds of access:

  • Organisation Admin: manages an organisation's account, its places and the notification rules that apply to everyone on that account.
  • User: has access to an organisation's account, receives its alerts and chooses their own notification preferences within the organisation's rules.
  • Individual Admin: holds a personal account and manages it fully.

You must be at least 18 to use WPLO. You can be signed in on up to three devices; signing in on a fourth signs out the one you've used least recently.

You are responsible for keeping your password secret and for activity on your account. Don't share your access — everyone needs their own. If you think someone else has used your account, change your password and email us at support@wplo.org.

Keep your account details and places up to date. If you administer an organisation's account, you agree to make these terms and the privacy notice known to the people in your organisation who have access to it.

7. Acceptable use

When using WPLO, you agree not to:

  • access accounts or data that aren't yours, or try to breach or probe the service's security;
  • scrape data automatically or in bulk, overload the service or get around its limits;
  • copy, decompile or reverse-engineer the app, except as the law allows;
  • resell, sublicense or redistribute WPLO alerts or data as a service of your own;
  • use WPLO unlawfully or in breach of these terms.

You may share individual alerts within your organisation and with those involved in your operations, as long as you credit WPLO and the source.

8. Intellectual property

The app, its design and text, and the WPLO and OMLP marks belong to the Observatory or its licensors. Source and place data belong to their authors and are used under their terms, set out on the Data sources and licences page. While your account is active, you may use WPLO for your own activities or your organisation's, on a non-exclusive, non-transferable basis.

9. Access to the service

The app is free and has nothing to buy in it. You need an active account — that is, one whose subscription is up to date — to receive alerts; each account is governed by the terms its holder accepted when registering it. If the account's subscription is not up to date — because it has expired, has not been renewed or a payment has been reversed — the account stops being active and stops receiving alerts. If the holder cancels the renewal, access continues until the end of the period already paid for.

10. Suspension and closure

We may suspend or close access for an account or a person that breaches these terms or puts the security of the service or other members at risk. Except in urgent cases, we'll tell you beforehand and explain why.

You can stop using WPLO at any time and ask us to delete your account by emailing support@wplo.org. The privacy notice explains what happens to your data.

11. Liability

11.1 What we commit to. We run WPLO with reasonable care: we process source data as described in these terms and deliver alerts through the channels set out above. We are responsible for that care — not for the accuracy of our sources or for how events unfold.

11.2 What we don't guarantee. We don't guarantee that every risk will trigger an alert, that an alert will arrive within a given time, that it will reflect the exact scope or timing of an event, or that the service will run without interruption. The absence of alerts for a place does not mean that it is safe.

11.3 Your decisions. Decisions that you or your organisation make — or don't make — based on WPLO, and their consequences, are yours.

11.4 Scope. To the extent the law allows, we are liable only for loss that was foreseen, or could have been foreseen, when you accepted these terms and that is a necessary consequence of a breach on our part. Nor are we liable for failures of networks or services outside our and our providers' control, such as your email or internet provider or your device's notification service.

11.5 What is never excluded. Nothing in these terms excludes or limits our liability for wilful misconduct, gross negligence, fraud or personal injury, or any other liability that the law does not allow us to exclude. Nor does anything here limit your rights under data protection law or, where it applies to you, consumer protection law.

12. Changes

We may improve or change WPLO. When we change these terms, we'll publish a new version in the app, with its number and date. If the change is significant, we'll email you at least 15 days before it takes effect, unless the law or a security reason requires us to apply it sooner. If you don't agree with the new version, you can stop using WPLO and ask us to delete your account.

13. Languages

These terms are published in Spanish, English and Chinese, with the same content. If the versions differ, the Spanish version prevails.

14. Governing law and jurisdiction

These terms are governed by the laws of the Republic of Panama. Any dispute will be submitted to the competent courts of Panama City, unless mandatory law gives you the right to go to another court.

15. Privacy and contact

The privacy notice published alongside these terms explains how we handle your personal data. If you have any questions about these terms, email us at support@wplo.org.
